以规范的文字，把采购的目的、要求、进度、服务等描述得简捷有序、准确明了。使有参加投标的所有投标人都能清楚地知道需要提供什么样的货物、服务才能采购需求。不允许使用大概、大约等无法确定的语句，不要委婉描述，不要字句堆砌，表达上的含混不清，会造成理解上的差异。不要在某一部分说清楚了的事，又在另外章节中复述，弄不好，可能产生矛盾，让投标人无所适从。如对设备的问题，也应根据需要合理提示，以防在签约时出现价格问题。
闻道有先后，术业有专攻！！对于节能评估报告的编写我们是非常有心得的，别的没什么，就是做的案子多。目前为止，单是我个人就已经做过一百多个案子，参加了数不清的专家评审会，领教过专家们的厉害，也使自己的能力。编写报告只是前期工作，这个工作要做踏实，不然专家评审会上就会出丑。可能不少人对所谓的“专家”有一种戏谑和调侃的心态，但是参加节能评估报告专家评审会的专家可真不是吃素的，一份百十页的报告，他们随便翻了几分钟，每个专家都能的找出十多个问题，大到节能评估举措和数据分析，小到错别字和标点符号，他们提出的修改意见都非常有针对性。当然有项目运行的挺好，人际关系走的也比较到位，专家们可能会对报告的诸多不足嘴下留情，但是即便如此，报告的专业水准也依然会卡在一个相当高的水平上；如果说人际关系走的不是太到位，专家们火力全开的话，那些写的烂的报告真的会被批的体无完肤，在现场会感觉非常尴尬，所以编写节能评估报告一定要找一家有实力的公司编写，不要过分人际关系，自己的专业水平了，谁都无话可说。
通过对项目的建设背景、建设、主要建设内容和规模、产品和工程技术方案、主要设备选型和配套工程、投资规模和资金筹措方案等内容的阐述，为项目核准对拟建项目的相关核准事项进行分析、评价奠定基础和前提。
